ERROR: ipc connection error, connection refused --

Hello

I am using the newsest synergy application for windows. I had an earlier version on my computer, and i reinstalled it. Now, it keeps saying

Any solutions? I have tried to install again, but then it returns an error saying

Cannot find specified location (while installing it)
