Is synergy supposed to be stopped when it says "Synergy is not running"?

I have a Synergy server on my Windows 8.1 desktop pc, and a Synergy client on my Lubuntu linux laptop, so that I can use the same mouse and keyboard on both. What a great program!

But there's so many strange behaviours! For one, right now, I am able to move my mouse to the bottom edge of the screen so that my mouse and keyboard control the linux computer, and when I move them back past the top edge of the screen, they control the desktop computer. Except that the Synergy server on the desktop computer says at the bottom left "Synergy is not running", and the button at the bottom right says "Start". How can it be running if it isn't running? I checked, there are no other instances of the Synergy server running. This seems like a major security issue, if there's no easy way for me to actually stop the program!

Two, none of the changes I make in the "Configure server" button's dialog actually seem to take effect. I'd like to change it so that I use the right edge of the screen to go to the linux laptop, and the left edge to go back. So I moved the little icon of the linux laptop in the 'configure server' dialog from underneath my desktop pc, to the right of my desktop PC. It had no effect. I clicked the 'apply' button, it had no effect. I tried the stop and start button on both computers. Nothing. I tried restarting the entire program on both computers. Nothing. I tried going into services.msc and starting/stopping the Synergy service (even though it was already stopped). Nothing. I can't make any changes to the configuration!

Three, every time I start Synergy, I get the error "ERROR: ipc connection error, connection refused". I googled it, and people said to manually start the Synergy service in services.msc, and then it should work. And sure enough, it does work. For that one instance. Once I stop and restart the Synergy server, I have to do it again. I have to manually start the service every time I want to use Synergy.

So whats going on here? Is Synergy not compatible with Windows 8.1 Preview? I had it working before, but all these bugs started slowly popping up. I've seen Windows 8.1 slowly break other programs too.
