Drag and Drop - Am I doing something wrong?

Okay, so I started with a fresh install on both of my machines that I want to use drag and drop on. That is, I deleted the service, removed the registry entries for all of it, re-installed and fixed the registry entry problem, got my premium key working and signed in as premium so that the log message "Drag and Drop Enabled" appears on both machines. However, when I try to drag and drop, as soon as my mouse hits the edge of the screen of one computer and the next, the file disappears off my cursor and I get no error, apparently no log entry even under debug 2 level - log to follow. Is this feature still not working? Is there an inherent incompatibility between the implementations on a Windows 7 and a Windows 8.1 machine? More prescient perhaps would be "Has anyone else gotten this feature to work properly?" Any assistance would be appreciated.

I've tried single files, multiple files, copy paste files, tried having my cat walk across the keyboard, yelled at it, etc. I've tried right click drag (which stops at the edge of the screen like it used to).
